In the slow cooker, combine the coconut milk, peanut butter, soy sauce, honey, garlic, ginger, salt, and ground black pepper. Whisk to make a smooth sauce.
Add the chicken and bell pepper to the slow cooker and press them down into the sauce.
Cover and cook on HIGH for 2-3 hours or on LOW for 4-5 hours.
About an hour before serving, stir in 1/2 of the chopped cilantro and the lime juice. Cover and continue cooking for the remaining time.
Serve over rice. Garnish with remaining cilantro and chopped dry-roasted peanuts.
